ECSI was involved as lead technical consultant in a petition filed with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 22,000+/- acres on Black Mountain unsuitable for mining. A fast track legislative process was triggered which had the potential to claim 100 million tons of coal reserves or, in the alternative, impose severe restrictions on mining. ECSI was responsible for compiling original exhibits from material submitted by numerous other consultants, landowners and affected companies. In addition to the technical support provided, the firm assisted with and provided testimony in public forums opposing the lands unsuitable designation.
