ECSI was retained to participate in an Environmental Justice Study being conducted in Eastern Kentucky. The study specifically addressed the EPA’s call for meaningful public participation and accountability, partnerships, outreach, and communication with stakeholders. Phase 1 involved a review of the statistical data on human health in Eastern Kentucky. Phase II provided a statistical analysis of the data gathered under Phase I and environmental justice components related to mining impacts in the Appalachian Coalfields of Kentucky. The study placed emphasis on those protections afforded to the public under SMCRA, including public notice, public participation, permitting requirements and performance standards.
