Cumulative Impact Assessment

MIDDLE FORK WATERSHED, KENTUCKY RIVER

ECSI was retained to assemble and manage a multi-disciplinary project team to conduct a first of its kind Cumulative Impact Assessment on the Middle Fork Watershed in Leslie County, Kentucky. This groundbreaking study involved several consulting groups familiar with the region supplemented by independent laboratories and University of Kentucky researchers working in the fields of surface mine reclamation, stream reconstruction, hydrologic impacts and mitigation. The results of the study and consequent analyses of data were compiled and evaluated to relate the story of all human activities in the area, including long-term effects of mining, reclamation and mitigation. After an extensive review of the CIA report, the Army Corps of Engineers reinstated the Clean Water Act 404 Permit. Subsequently, ECSI's project design for the Kentucky Watersheds Assessment Project was used for five other major HUC 8 watersheds in Eastern Kentucky.
