ECSI was retained to develop a conceptual mine plan for properties either directly taken or sterilized by land appropriations for the Corridor H Highway Project in West Virginia. The focus of the conceptual mine plan was to identify viable mining alternatives that would allow the lost or sterilized coal resources in question to be mined while simultaneously optimizing the future use of the land surface features. In addition to a site visit and review of an existing valuation report, ECSI analyzed three mining alternatives to select the most preferable option, developed mine sequencing based on overburden, adjacent mine works and seam outcrops, calculated tonnage and constructed a timeline to delineate mine advance and reclamation. ECSI’s assessment later became part of a court case pursuing compensation for taken and sterilized assets.
